Cary Home Advisory Board Bylaws

There is hereby created per Ordinance (1-20-4), a board to be known as the Cary Home Advisory Board. This board will meet at Cary Home on the first Monday of each quarter to review the operations and procedures being followed and utilized at the Jessie Levering Cary Home. If the meeting date is a scheduled county holiday, the meeting will be held the following Monday.

Membership
The Cary Home Advisory Board shall consist of the following persons:
  • 1 member of the Board of County Commissioners
  • 1 member of the Friends of Cary Home
  • 1 member of the Tippecanoe County Division of Family and Children
  • 1 member of the Tippecanoe County Probation Department to be appointed by the Judge of Superior Court III
  • 1 member of Tippecanoe County Council
  • 1 representative of the Lafayette School Corporation
  • 2 members of law enforcement agencies of Tippecanoe County (1 such individual must be from the Tippecanoe County Sheriff's Department)
  • 2 township trustees
  • Additionally, the Judge of Superior Court 3 or an appointed representative
Each member shall be appointed for a term of 2 years commencing on January 1 of each year and shall serve until his or her successor is appointed and qualified. Voting shall be by simple majority of board members present.

Duties of Officers
President
The President shall preside at all meetings of the board. He/She shall have besides his/her ordinary vote, a casting vote, when the meeting is equally divided on any question. In the absence of the President, the duties shall devolve upon the Vice-President.

Vice-President
The Vice-President shall be an assistant to the President.

Secretary
It shall be the duty of the Secretary to keep a written report of all the proceedings of the board, and shall have charge of such papers and documents as shall be instructed to him/her by the President. At each meeting, he/she shall present for the approval or correction, the minutes of the proceeding meeting.

The Board
  1. The Advisory Board shall review all areas concerning programs and policies at Cary Home. The Advisory Board shall assist the Executive Director in communicating both physical and program needs of Cary Home to the Tippecanoe County Board of Commissioners and the County Council.
  2. At least once a year, the Advisory Board shall review the program and the Executive Director and inspect the facility annually at a time when the children are present and make written recommendations to the Board of Commissioners. This inspection and any recommendations shall be noted in the minutes of the following board meeting.
Committees
The President may appoint special committees to assist and advise the Executive Director in areas such as major maintenance or physical changes to the facility, policies, or other areas of special concern.

Nominating Committee
The President shall appoint a nominating committee at the fall meeting to review the Board membership. The nominating committee will present the names of prospective Board members by mail to the Board before the Winter Board Meeting. The committee shall present names of prospective Board members to the Tippecanoe County Board of Commissioners or the appointing agency. The nominating committee shall prepare a slate of officers to be presented to the Board by the winter meeting for approval with elections being held every even year. Each officer will be appointed for a term of two years commencing on January 1 of odd years and shall serve until his or her successor is appointed and qualified.

Orientation of New Board Members
Following notification of Board membership, a new Board member will be given an orientation of the Cary Home program and his/her duties as a Board member by the President of the Board and the Cary Home Director. This orientation will take place within 30 days following the appointment and will be noted in the minutes of the next Board meeting.

This orientation will include a tour of the facility, a review of policies and programs, and a description of Board organization and responsibilities.
